It is funny to me that they will put this law into effect in May, because that means that there is one last 4/20 to be celebrated by the tourists. Maybe they did this on purpose?

it's not correct. The current law is not going to be changed until 2015. Coffeeshops in Amsterdam will stay open to tourists.
